The relevance of the traditional landline is up for debate in a major review of the Telecommunications Service Obligation (TSO). Previously the phone service was considered so important that Telecom had to charge rural households the same for local calling as those living in city areas, despite the voice service being more expensive to deliver to remote areas.

But is a fixed line voice service a fundamental necessity or is it more important that households have access to decent broadband? Newsline investigates, and talks Spy Bill.
